What do you have plugged into each outlet and what is the load (in watts or Amps) of each device as listed on the label ?

How hot should I expect the controller to be? I have nothing plugged in (new controller) and its very warm to touch. Is this normal?
To dwhit. You are overloading your circuit. Please post the model and brand of all equipment you have plugged in if you dont have wattage info. I would recommend turning off the breaker for a few minutes and labeling any outlets that turn off when you turn off the breaker. You will want to limit what you plug into those, and I can give you exact numbers if you list your equipment connected to the apex and the rating of the breaker.
To Nammy. It is normal for it to be warm to the touch, but not hot to the touch. I.e. if you cant leave your hand on for any length of time without an ouch, then you should be fine.
You might be an engineer if...You have no life and can PROVE it mathematically.
