The bob is input only (switches, floats, etc.) and cannot be used to power anything. If you want to control a sump light you need to plug it into a eb8 outlet. One thing you can do for sump lights using the BOB is to wire up some magnetic reed door switches and program the outlet so that the light automatically turns on when you open the door

Waterproof cool white led strip. Check Amazon. It's about 12$ a roll. Runs on 12v psu. You'll probably need to put it on a relay output on the eb8 or use an eb4. I think they fixed the low current switching problem with the 2016 model.

2016 vs classic eb8 makes no difference. It is an inherent problem with physics of triacs. With that said, lighting does not suffer that issue at any loading because it is a mostly resistive load. The not turning off at lower power is only a problem with inductive loads (pumps, motors, anything with a magnetic field).

For sump lighting choices, I have personally had the best luck with wide angle warm white led floodlamps to grow cheato. Anything in the 4000-6700K range is a good choice. Wattage depends on tank lighting amounts. A good rule of thumb is 100W equivalent (about 15W led) per 1 square foot of refugium space.
