I am a mom left in chaege of a tank. How do I know skimmer is working properly?
Water/bubble mixture should be in the body of the unit, bubbles should rise up the "neck" and pop in the collection cup. Make sure the collection cup at the top doesn't fill up and overflow, the cup should easily come off for emptying and cleaning.

LOL - Good description. That green stuff is macroalgae and most likely is a variety called chaetomorpha.
Typically, lighting used in the refugium area is run on a reverse daylight schedule - opposite of the display tank's primary lighting. But some people do run it 7/24.

Bubbles not bubbling over neck, what do I do?
You need to "tune it" this video explains it pretty well. Basically you start with the gate valve opened all the way up and then every day tighten the gate valve a little bit until eventually you get a nice black coffee colored liquid in it.

I am having truoble maintaing the water level on the saltwater reef tank. I kmow water shouldn't go into the tube, but after a few hours, either it it too low or too high! What am I doing wrong?

What you have there is a valve to control how fast the water can exit the tank down to the sump ( bottom tank with skimmer etc). Basically if you open the valve anti-clockwise the water level in the tank will lower and the level in the sump raise. I suggest you do it gradually and allow a few minutes between adjustments to allow things to stabilise.
Generally too far open is not serious but too far closed and the tank can overflow depending on how the drains are set up.
Good luck and remember nothing in this hobby should be done quickly. If the tank was OK yesterday it should be fine today

If the overflowing filter you are talking about is the mesh bag that's a filter sock. That will overflow when it gets dirty. Take it out and rinse out thoroughly with tap water, leave to air dry for a day and replace. Not critical if you leave it off as well, won't kill anything
