Question Par values stay the same

Par values are pretty much the same if I place it near the top or bottom of my tank. I'm using two Radions G4 nonpro on a 105g (48 inch long) tank. Never goes higher then 200 par value unless I increase the light intensity. Is this normal?

Mines sorta doing the same thing. I'm actually getting higher readings at the bottom of my tank than the top. What could be the problem?

I've wiped it clean, but no change. I've only had it for a week. I've set the offset to read around 2 PAR at night, (that's as close to 1 as I could get it), but it's still giving me odd readings.
