The pump should resume the assigned schedule after a power outage. Post the programming for that WAV.

I had to reprogram to get the pump to slow down. I don't have the previous settings.
I've seen this happen too, and didn't think to equate it to the power going off (or an APEX reboot), but if anything perhaps it's not very consistent. It's happened a few times. Does having "Fallback ON" for the WAV mean it will just set it to ON and hence full blast? I've noticed when I put it to ON instead of AUTO, it also goes to 100%. Thanks.
The specified Fallback condition only kicks in when the module (in this case, the WAV) cannot communicate with the Apex base unit. It has no affect during normal operation of the Apex.
Programming is only executed when a output's slider is in the AUTO position. ON and OFF on the sliders are manual overrides. For any output type having variable speed or intensity, manual ON equates to 100%, so yes, if you put the WAV slider to the ON position, it will run at full 100% speed.

Thanks RussM for clarifying. I guess the manual ON makes sense to be 100% as you stated, but just yesterday I ran into a situation where my WAV got set to 100% while AUTO... seemingly after I restarted my APEX to troubleshoot some issues with my return pump.

Yes correct I have the EB832 on UPS and APEX on 12V to APEX base. Those might have been left over from when I was setting up my UPS... which I haven't really finished the programming for.
So then does the 100% WAV behavior occurrence sound like a bug? It's only happened a handful of times.

No, it is not a bug. Because of your current programming, it will happen anytime the Apex is restarted or if the 12VDC power to the base unit aux power input is lost.
In particular, If Power Apex Off 000 Then ON is a counterproductive way to do it - that means that if the Apex has sensed a power loss, force the WAV to run at full 100% speed. Not good, especially since your WAV normally runs a much lower speeds - that's going to make the pump use more power and therefore drain the UPS battery faster. Typically, in a power outage situation, when pump like a WAV, Vortech, or Tunze is running off battery power, you'd slow the pump down to maintain a minimally-acceptable amount of flow to stretch out the battery life.
Either change both statements to ... Then OFF, or define a profile of type WAV, named something suitably descriptive like "WAV_Slow", and configure that profile to run the WAV at a desired slower speed if one of those if those statements is true. You normally run your WAV pretty slow, so something like Constant mode or Pipeline mode @ 1% should be suitable.
For example:
