There is a new feature with Apex that was released not too long ago. It is called Heartbeat. Click HERE for the instructions on how to activate it. It does not notify you right away though. It actually notifies you if the connection to Fusion has been lost, not a power outage though. So if your router or internet signal is bad, you may get false notifications.
If you want an immediate response about just power outages, you would need too look at getting a power backup that can handle your home router/modem. If the power is cut, then there is no way for your router/modem to send a power out signal, so you need a battery back up to power your Apex main unit and your internet. There are a few threads here on how to do this.

Before "heartbeat" came into play I also have an alarm set to go off if my return pump is pulling too low of power. I also have a computer battery back up on my router and apex head unit. This alerts me within a few seconds of being unplugged, and works well for a second safe guard. Seems to be faster then heartbeat.
