Outlet 2 stays in the on mode regardless of the program command or my manually switching it to off.
I have submitted a ticket to Neptune, but thought I would throw it out here if there is a means of correction it I am not aware of.

I've had this happen three times... all three times were from overloading the outlet with something that pulled too much power.

Sounds like a hardware problem. 66 watts is more than enough to avoid the low power issue with triacs (about 5W sometimes stuff doesn't turn off) and well below the rating.
You might be an engineer if...You have no life and can prove it mathematically.
figure this out?
I purchased a replacement (used) and send it to Neptune. The unit is a few years old. They repaired and returned the EB8 for $50. I feel comfortable having a back up. With two EB8's and an EB4 on my system I have a lot automated.
