No, an Apex Classic's firmware (including the Jr) cannot be updated through Apex Fusion.

Nope. You can't even update over wifi due to the problems associated with data loss. Doing a firmware update over WAN could brick his unit.
You might be an engineer if...You have no life and can prove it mathematically.
