Error/when commands not acting as I expected

I placed the following line at the end of my ATO pump code:

When on > 001:00 then off

My understanding was that this code wild shut off the outlet if it was ever on for more than a minute, even if in manual ON (not just auto).

I have the following line in my email alarm:

    If error ATO then ON

From both of these lines of code, I am expecting the apex to turn off the ATO outlet and email me if the ATO is ever on longer than one minute, but this is not the behavior I am seeing. Twice I have turned the outlet to manual ON and the outlet will continue to run and will not generate an email alarm even if run for several minutes. However, as soon as I switch the outlet back to AUTO, the error is immediately recognized and the outlet shuts to manual off and generates an email alarm.

Am I doing something wrong, or misunderstanding the proper use/programming of the feature, or is my apex acting up?

Programming, including the When command, is only executed when an output slider is in AUTO.
Please do not send me PMs with technical questions or requesting assistance - use the forums for Apex help. PM me ONLY if the matter is of a private or personal nature. Thanks.

Keep it in auto and hold the float for 1 min to test (you could unplug the pump too for an hour and you'll test it that way too).

You might be an engineer if...You have no life and can prove it mathematically.

Thanks all. For some reason I thought this was the exception and was able to execute when not in Auto. I must have been thinking of the fact that this command is the only one that can move the outlet out of the auto state.
