Using outlet power monitoring in programming

How does one use the current/power an outlet is drawing in their programming? For example, I'd like to program my Apex to send an alert if the heater outlet is on and it is not drawing any power (indicating that the heater has burned out.)

Set the desired high and/or low watts triggers for that outlet’s watts input using the Inputs page in Apex Local or Apex Fusion.
