It is not possible to program an event every two weeks. You can do weekly events:
Set ON
if Time 12:00 to 19:59 Then OFF
If DoW SMTWFT- Then ON
This will turn the outlet off for 8 hours each Saturday.

nm, I thought perhaps the OSC command would work here, but it would not. The 10 hours OFF is programmable with this command, but the 2 weeks ON, or 2 weeks minus 10 hours, is not.
BTW, this is not a good thing to do, assuming you are using an uninterruptible power supply, AKA a UPS, which are typically used for computers and home theater equipment. The batteries used in many UPSs are usually of a type which are designed to maintain a full charge without regular use; they are different than RV/marine deep-cycle batteries, which are expected to be discharged and recharged regularly. Each discharge/recharge cycle decreases the service life of the UPS battery, and the greater the amount of discharge from 100%, the greater the negative impact on service life. I have worked for many years with small UPSs up to big ones that power an entire computer data center, and have never seen a manufacturer recommendation to cycle them as you want to do.
