I think I figured it out. The defer statement was at the end . I love it under the if output ReturmPump
and now it’s staying ON .

    Fallback OFF
    Set ON
If Output ReturnPump = OFF Then OFF
    Defer 010:00 Then ON
If Power Apex Off 001 Then OFF
If Time 01:00 to 01:59 Then OFF

Defer is global regardless of where it's placed in the outlet code. You have to use virtual outlets if you want seperate defers for different lines. That is why I cut 10 minutes off the if time statement on the original code I provided.

So here is my feedback- years later.
Turning my ( over-sized) skimmer on and off every hour, 24/7 helped twofold on RAISING LOW nutrients levels. Way after this post I have upped my livestock and stopped using this skimmer schedule. However, I would not think twice again in the future to use an OSC code to manipulate a skimmer's daily duty time. Half hour intervals worked great. Im sure there could be tweaks, that could involve on/ off cycles during 12 hours, or 4 hours respectively. Overall. Livestock improved with the modified schedule involving an over-sized skimmer.
Punctuation, spell checking and proper use of grammar will get you the answers you are looking for.
