Barely, but check your wall voltage first at a low load time (11pm to 6am). If it's consistently above 126V I wouldn't do it.
Is that your only heater for the tank? If it is, I would return it and get two 400W heaters regardless of the above results.

No i have a 300 watt heater in main tank and a small heater in sump.would i be able to out the 300 watt one on the apx

You can definately run a 300W on the apex.
Check out this calculator to see what you really need, because it takes a huuuuuge tank to need an 800W.

Ideally you want two heaters the next standard size above the "after that" watts using ambient temp of what you set your thermostat in winter for.

Cant the 2 mechanical relay handle up to 10 amp? And a 800w heater is around d 7amp normaly.
2016 Apex don't have 10A outlets. They are all 7A. Some heaters are rated 800W at 120V, which could pull as high as 7A, but some are rated 800W at 110V, which can pull as much as 8.3A which would overload the EB832 outlet.
Even if you measured the resistance to be greater than 18 ohm, that size heater is never a good idea anyway unless you have a ginormous tank. You're much better off with multiple smaller heaters than 1 or 2 large ones in a tank that size.
