Considering an Apex Lite controller that comes with DC8 only, no EB8. Other than the DC8 power outage default not programmable, is there any other issues with using this to control the basics (lights, heater, & pumps / ph & temperature readings)?

I would probably pass on that and wait for one with an EB8. The lack of fallback in those can lead to problems if/when comms go down.
You might be an engineer if...You have no life and can prove it mathematically.
That's the major pitfall. DC8s are "dumb" energy bars. They can take a command but can't report anything back to the apex. No power monitoring, no verification of outlet state, and if something happens with comms they stick in the last state they were told to be in.
