Wait 60 minutes from the last time the ATO turned on. The min time statement prevents it from operating if it has been on in the past hour.

So only ever 60 min it turns on?

It every 60 minutes at the earliest. If the switch hasn't opened within 60 minutes of the last fill it could be longer. Min time says stay off for AT LEAST 60 minutes before turning back ON even if it would otherwise be told to turn on.
I would not reduce the min time value. If you do, the pump can short cycle and reduce the life of the pump significantly. If you find the optical consistently opens within less than 30 minutes of the last fill, make the Defer 000:04 Then OFF 10 seconds instead of 4.

Well something is wrong.
After writing the first post last night it did kick on 10 min after posting. But now I woke up to this. You can see the sensors and water level should be at the first black line. Basically If this would continue the return pump would run dry.
What is the position of your float? Is it preventing the water from flowing freely from your ATO Pump?
Did you get an alert that the ATK is in Error?
Is the ATK outlet in the OFF position and not Auto?
If you turn the ATK outlet to ON does the pmup work?
Where is the power supply to the FMM connected to?
If to an outlet on the energy bar, does that outlet have programming?

It forces it to stay on and extra 10 seconds after the optical CLOSES. This allows it to overfill a little bit and makes up for the amount that will settle after the water level fully stabilizes
