2nd Apex, Getting 401 Unauthorized, User not authenticated when trying to link to Fusion

I currently have a fusion account and adding a second 2016 apex. If I am not logged into fusion I get 401 Unauthorized, User not authenticated when trying to link to Fusion when I try to link my new Apex to Fusion. If I'm logged in, it just goes to my fusion page and only shows my classic apex. I'm using the same user/pass for fusion and have 2 different user names for my apex units. Doing all of this from the apes.local Link Apex to Fusion page.

The Forums keep on saying you don't need a token for the 2016 and your apex should be in the list and RTM. this is not the case for me.
