I just set up a newly purchased, used Apex Jr. on a 16 gallon nano tank. The tank is in a central-air conditioned living room, away from direct sunlight. The temperature as reported by the Apex Jr fluctuates rapidly. It changes by one to three tenths of a degree literally every second or two, bouncing up and down as it goes, through a range of +- five tenths (sometimes a whole degree swing within 30 seconds) with occasional periods of up to tenish seconds with no change. I have unplugged the heater and return pump to eliminate those as culprits. I have only used floating glass thermometers in the nano in the past, so I've not noticed any fluctuation before.
I took the thermometer out of the tank and it continued to fluctuate in the same manner. I could almost understand it in open air, but with so much more mass, It's hard to believe it's possible for the water temp to fluctuate like that. I'm wondering if these kinds of fluctuations are normal in such a small tank.
