    Dual state to qualify?

Is there a way to create a rule requiring two states to exist for the reaction to occur?

In this case I want my solenoid to turn on only if the pH is below a specific level and the ato pump is on. If one or the other exists it should stay off.

    Bonus if it's simple...

    Dual state to qualify?

    Yes.

    Set OFF
If pH < #.# Then ON
If Output ATOpump = Off Then OFF

Corrected - I used the wrong outlet name initially.
