I have read several threads on this and looked up videos but it’s still not updating.
I’ve switched out AquaBus cables and tried through the app and Apex local and I receive the same messages.

I tried this out on my other Apex and came out with the same negative results.
The seller of the VDM claimed it was new.
I would get in touch with support. They have a few extra tricks up their sleeve that might help, but it's possible the precious owner sold you a non functioning VDM.
When you plug it into aquabus are you at least getting an amber light?

Yes, I get a light and flashes when it looks like it’s updating but in the end I still get the error message.

You cannot update a module that is showing as "Disconnected". Contact Neptune tech support for assistance with diagnosing why it is "Disconnected" even though the VDM is physically connected.
